Comprehensive Community Solutions, Inc. (CCS)

Our premier program -YouthBuild- is an innovative youth community development program serving 16-24 year olds who didn't graduate from high school. Young people earn their GED, are trained in construction, and build or renovate low income housing.

Comprehensive Community Solutions, Inc. (CCS) is a non-profit, tax-exempt agency founded in 1992. Originally formed to provide community-based services to individuals in the criminal justice system, the agency has grown to include a diversity of human service and affordable housing programs, giving life to its motto: Human Capital, Communities and Affordable Housing.

Our Mission: The mission of CCS, as a community change agent, is to bring about fundamental transformation of neighborhoods, communities and the circumstances of those who live there, through programs and services which emphasize building human capital, communities and affordable housing, including but not limited to:


• Planning, developing and implementing programs which are designed to train, educate and make more self-sufficient at risk individuals, especially young people, including education, job training, counseling and assistance in finding employment;



• Providing decent housing that is affordable to low-and moderate-income people, including but not limited to construction, rehabilitation, and management of such housing; and



• Fostering sustainable communities through collaborative, neighborhood-based services and support which improve the social and economic fabric of the community."

The agency's other two areas of focus are Housing Development and Neighborhood Development. In tandem with the Youth Build Program, these initiatives seek to increase both the supply of affordable housing in the Rockford area, and to strengthen neighborhoods.

CCS, Inc. operates as a developer of affordable housing, and has built or rehabilitated 42 units of housing since 1995.

The agency also owns a subsidiary, for-profit construction company--CCS Construction, LLC, which operates as a general contractor for residential and light commercial work in the Rockford area.
